

SUBMISSION RULES
Film Duration
We accept short films with a total runtime of up to thirty minutes, including credits. However, films under 15 minutes are strongly encouraged and prioritized.
Completion Date
Submitted works must have been completed no earlier than 18 months prior to the upcoming edition of the festival.
Submission Format
Films must be submitted via a secure online streaming link or FilmFreeeway platform (e.g., Vimeo or YouTube with password protection). We do not accept physical media or downloads for initial consideration. All non-English dialogue must include accurate English subtitles.
Eligibility
The festival is open to filmmakers of all nationalities and backgrounds. Submissions must be original works, and the submitter must hold all necessary rights, including those for music, footage, and talent.
Premiere Status
An online premiere is preferred but not mandatory. However, films must not have previously screened at another short-film-only festival within Southern California.
Distribution Status
Films currently under public distribution, including via broadcast television or internet streaming platforms, are not eligible for submission.
Works-in-Progress
Incomplete films or works-in-progress will not be considered. All submissions must be in their final form.
Multiple Entries
Filmmakers may submit multiple projects, provided each entry is submitted individually with its own completed entry form and submission fee.
Submission Fee
All fees are non-refundable, regardless of acceptance status. Fee waivers are not permitted under any circumstances. Entry fees must be paid in U.S. dollars via credit card, money order, or check made payable to the Torrance Cultural Arts Foundation.
Notification of Selection
Selected filmmakers will be notified via email at least 30 days prior to the festival launch date.
Retention & Archive
All selected films will be retained in digital format by the Torrance Cultural Arts Foundation for historical, archival, and educational purposes.
Workshops
In-person workshops will be offered during the festival week in Torrance, California. Topics may include directing, editing, screenwriting, AI in filmmaking, and festival strategy. Attendance is optional and space-limited.
GENERAL RULES

Films must be submitted in high-definition (minimum resolution: 1280x720; preferred: 1920x1080) in .MOV or .MP4 format.

Exhibition copies of selected films will be downloaded directly from the submission platform and compiled onto a high-definition screening disc.

All selected films must grant PCISFF the non-exclusive right to use press materials, stills, and brief clips or trailers for marketing and promotional purposes.

No late submissions will be accepted after the final deadline.

All entries will be reviewed only after full payment has been received and cleared.

Selected films may not withdraw after acceptance without prior written approval from festival management.
